How long can a person stay underwater using a fresh oxygen source, I.E. garden hose or some sort of tube? Not using scuba diving gear or any other type of equipment that stores oxygen, but using the garden hose because the air you're breathing is always fresh and natural.
ever tried breathing through garden hose? in water deeper then 3 feet, its impossible... its like someone is standing on your rib cage... you cant "snorkel" at any depth greater than a couple feet... you need compressed air... you can either take down a bottle or have a compressor pump it down to you.... but you cant expand your lungs under the pressure of water without SERIOUS help. Having said that, if you are having air pumped down, you can stay underwater for a LONG time... probably the first limiting factor will be temperature. if the water is only 90 to 92 degrees, you'll freeze to death.... if its above 92 and you stay active, you'll be ok. after that, sleeping and eating become a problem... after that, you are subject to skin breakdown and liver damage starting around 6 or 7 days, depending on the composition of the water. An exact saline and chemical composition match to human blood plasma may extend the period, but realistically, 7 to 8 days is about the limit.

I mean, if he's passed out underwater and people eventually find him and revive him, let's say after 5 hours, will he just have brain damage and still be alive? like, a vegetable person?

Well depending on the person's training !! if he waas a trained !! he need a maximum of 1 hour to die !! as for us ordinary people i takes about 20 to 30 minutes !!
